Personnel Actions for VA Employees
Jim Alsup continues to represent VA employees in personnel actions. When the agency moves against an employee, it does so with legal counsel behind it. Tracy Alsup spent 12 years in the VA General Counsel's Office, so the firm knows how that office approaches a case.
Jim's own VA history runs through the Board of Veterans Appeals. He worked there as an attorney until he retired in December 2014. An employee facing an action from that agency is dealing with a system both of our attorneys have worked in from the inside.

Representation for Union Officers
Jim also represents union officers in litigation. His union-side experience is direct. From April 2013 to December 2014, he served as a National Representative for the National Veterans Administration Council of the American Federation of Government Employees union.
That role put him on the labor side of the same agency where he worked as an attorney. Union officers who end up in litigation get counsel who has seen both management's and labor's view of the VA workplace.
Federal Legal Experience on Both Sides
Jim's federal career spans prosecution, defense, and agency counsel:
- U.S. Navy Judge Advocate, defending sailors and marines and later prosecuting
- Special Assistant U.S. Attorney in San Francisco
- National Security Agency General Counsel's Office
- Assistant U.S. Attorney and Department of Justice (Criminal Division) Senior Trial Attorney
- Department of Justice Superior/Meritorious Service Awards in 1997, 1998, 1999, and 2000
Tracy has served as a Navy JAG prosecutor, an attorney with the Board of Veterans Appeals, and counsel to the VA Secretary. During a 2011 to 2013 recall to active duty, she was a defense counsel at the Military Commissions and an ethics counselor.
Agency Appeals and the Federal Courts
Administrative matters at the VA do not always end inside the agency. Both of our attorneys have been admitted to the United States Court of Appeals for Veterans Claims, and Tracy argued several cases there for the VA. For veterans, our page on appeals to the Court of Appeals for Veterans Claims explains how a case moves from the agency into federal court.
The same command of agency rules shapes our veterans law practice. Statutes, regulations, and a growing body of case law govern how the VA has to act, whether the person across the table is a veteran or an employee.
